Michelle Obama greets US athletes in London

LONDON (AP) ? Michelle Obama formally opened her stint as leader of the U.S. Olympics delegation on Friday, attending a breakfast with Olympians and saying she was "just in awe" of their company.

The U.S. first lady mingled with the U.S. athletes afterward, posing for photos, shaking hands and sharing hugs with dozens who had signed up to attend.

"Try to have fun. Try to breathe a little bit," Mrs. Obama said. "But also win, right?"

The first lady had a busy itinerary Friday, including promoting healthy living with more than 1,000 children, a reception hosted by Queen Elizabeth II at Buckingham Palace and then the opening ceremony at Olympic Stadium.

She told the U.S. athletes that some of her fondest memories in sports stemmed from watching the Olympics on television. She also shared the story of her father, who was athletic but contracted multiple sclerosis "in the prime of his life."

"He retained his love of sports, truly," Mrs. Obama told the athletes. "And the Olympics was a special time for him to watch amazing athletes of all abilities compete on the world stage."

Later, the first lady met with hundreds of children on the lavish grounds of Winfield House, the official residence of the U.S. ambassador in London.

Soccer hero David Beckham appeared alongside the first lady, Olympic gold-medal sprinter Carl Lewis signed autographs, and ex-NBA star Dikembe Mutombo offered the kids ? most of them from U.S. military families ? tips on basketball.

"I'm so excited," she said, after to jogging to the stage as a marching band played the University of Florida fight song. "I am thrilled to be here on London for the 2012 Olympic games. I am proud to be leading the U.S. delegation to the opening ceremony."

Obama, who later tried out a host of sports alongside the children, offered a tribute to military families who had been invited to take part in the event.

"The military families who are joining us from U.S. bases that are stationed here in the U.K., we are so grateful for your service because you all sacrifice so much ? you as kids, your mums, your dads," said the First Lady. "You sacrifice so much for this country and we are so very proud of you."

A former Manchester United goalkeeper and members of the U.S. field hockey and tennis squads also ran training sessions for the children, aged nine to 14. The event was part of the first lady's "Let's Move!" campaign, aimed at tackling childhood obesity and promoting sports.

Student Ethen Duval, originally from Oklahoma, sharpened his skills at the soccer camp.

"I'm looking forward to watching the Olympic soccer," said the 10-year-old, who lives at Lakenheath U.S. Air Force Base in Britain. "I can't wait to watch things with my Dad and see the look on his face when something exciting happens and he says 'Wow!'"

The 46-year-old Mutombo towered above his young pupils, who were eager for the Olympics to begin.

"They are mostly excited about the basketball," he joked.

The breakfast took place at the University of East London, where the U.S. Olympic Committee has established a full training facility that will host hundreds of athletes during the games.

Among the Olympians attending were two-time fencing gold medalist Mariel Zagunis, chosen by U.S. athletes to carry the nation's flag into the opening ceremony, along with the U.S. women's basketball team and members of the track and field squad.

Mrs. Obama appeared with several past U.S. Olympic and Paralympic standouts, including Brandi Chastain, Gabriel Diaz de Leon, Grant Hill, Summer Sanders and Dominique Dawes.

"Being here is otherworldly for me," the first lady said. "I am still so inspired."

On Saturday, Mrs. Obama will meet with Samantha Cameron, the wife of British Prime Minister David Cameron, before watching U.S. athletes on the first full day of Olympic competition. She will see more events Sunday before departing.

Other first ladies who have led recent U.S. Olympic delegations include Hillary Clinton at Lillehammer in 1994 and Laura Bush at Turin in 2006.

Organizational Change Management: An Essential Component to ...

Maturity doesn?t always come up as a significant factor in Organizational Change Management (OCM) discussion circles, but in my experience, you ignore it at your peril! I became aware of this issue while setting up Project Management Offices (PMOs) and doing enterprise Project Portfolio Management (PPM) tool implementations for two of the firms I worked for in the late 1990s. Ever since, I have made sure I took maturity into account on every major change initiative for which I?ve been responsible. Unlike assessing sponsorship and employing tactics to deal with cultural resistance, determining maturity?s impact on a change initiative is more art than science. Even after the scientific assessment work is done, it still takes experience and expertise to judge how much a lack of maturity will slow the change process, and thus just how much change you can introduce and how quickly it is likely to be absorbed. Too much change too fast causes severe organizational heartburn, and at worst can stop the change in its tracks almost as fast as lack of sponsorship.

Let me clarify that I?m not referring to an Organizational Change Management Maturity Model, which would rank the organization?s capabilities of managing significant changes on a recurring basis?typically on a 1 to 5 scale. Even if your firm is at the highest level of such a model, indicating that it has mastered the change management process, the maturity of the business function or operation being changed may still be low.

Some Examples
In PM Solutions? line of business, we are often hired to help improve an organization?s project management maturity. Before we start building and deploying any of the components, we first assess the organization?s current level of maturity on a 1-to-5 scale, using our proprietary model. The composite assessment score tells us two things: (1) what the organization is lacking in terms of methodology, process, governance, tools and so forth, and (2) how fast it is likely to absorb and apply the new material we will be introducing. Our Project Management Maturity Model (PMMM) isn?t advertised as an OCM tool per se, but it certainly provides a significant contribution to it. Level 1 organizations will clearly need more time to adopt and institutionalize our solution than one that is already at level 3 or 4.

Here are some real-life examples of how maturity impacted the speed of implementation?or in some cases stopped the project before it even got off the ground:

A major hardware retailer wanted to implement Earned Value (EV), which they believed would help them get a better grip on their projects in terms of time and cost overruns, and give them the ability to make course corrections sooner and faster. While EV can certainly do that, I was initially concerned with whether or not the company had the foundational components in place.? EV is a more advanced concept for most companies, especially in the private sector. I soon learned that their basic project scheduling practices?including a WBS, resource and cost-loaded tasks, baselining, consistent application of actuals, rescheduling, and formal scope change control?were very immature, which meant they had no concept of schedule or cost variance, never mind more sophisticated EV measures such as Schedule or Cost Performance Indices (SPI/CPI). While they had solid sponsorship and a ?burning platform? for change, their current project management maturity level was too low for us in good conscience to recommend moving forward with an EV implementation. I suggested to them that they?d gain significant improvements from putting some of the foundational components in place, such as a project management methodology and some key metrics, run with that for a few months, and then see how they were doing. They might still want EV, but I strongly urged them to consider it as a release 2 or release 3 component.

As the PMO Manager for a point-of-sale network provider in the early 2000s. I came aboard knowing up front that their project management maturity was low, and that portfolio management was nonexistent. I started out by introducing a basic methodology then, towards the end of my first year,? tried to implement some relatively straightforward portfolio management governance. I knew I had to keep it simple out of the gate?in spite of the fact that the lack of it was causing all sorts of resource capacity issues and gnashing of teeth between the resource managers and project sponsors?because it had never been tried before. I proposed that a portfolio steering committee of key executives be formed which would meet once a month to review the project portfolio; a simple spreadsheet to track the portfolio; and a scorecard to rank the projects by. The division president gave it his blessing; the steering committee was formed; and I assembled a proposed project scorecard which was largely based on strategic importance as priority #1, net present value (NPV) as priority #2, and with legal/regulatory compliance trumping both. The sole agenda of our first steering committee meeting was to review and approve the scorecard.

That first meeting ended as a fiasco, since every executive department head had his/her own vision of how to rank projects. Everyone wanted to satisfy their own personal agendas, because that was their level of maturity. By the second monthly meeting, one of the technology vice presidents proposed that we modify the scorecard to simply say that all proposed new projects be brought to the table with the desired finish dates and enough detail to be able to make reasonable educated guesses as to duration and resource requirements, and that the next lower level of management?largely the resource directors and managers?make up the steering committee going forward. Unless the affected resource directors and managers voiced any concerns about being able to meet the date on a proposed new project, the motion would pass to add the new project to the portfolio. If any resource conflicts arose, the division president would be the final arbiter and decision-maker. Everyone nodded approval at the new approach, and gave it a try. The revised scorecard was a hit. I was still concerned that the company was working on projects that were not aligned with the corporate strategy, and wasn?t always working on the most important things first, but at least we had cleared a simple first hurdle. Things like NPV and strategic alignment would have to wait for another day. In a land that from a project and portfolio management perspective had been dry as the Sahara, I realized that even one small oasis with water was a major victory.

The Tools Mirage. Many firms make the plunge into enterprise PPM tools without considering their PM maturity level or the organizational change impact such tools usually have. So many times I?ve seen these tools rolled out, only to find that:

  • the majority of the project managers didn?t understand project scheduling fundamentals (and had to be hastily trained after the fact)
  • the organization had never done timekeeping before, but was expected to use it for capturing actuals on projects (timekeeping is also a potential cultural resistance issue, especially in high-tech outfits that hire primarily younger engineering types, who don?t like ?big brother watching them?)
  • there was no governance in place to be able to effectively take advantage of the tool?s portfolio management capabilities (no project scorecard, no project list, no steering committee, no portfolio management process, etc.)
  • the EV functionality was activated right away and top management started beating up all of the project managers whose projects lit up on the executive dashboards with yellow or red SPI and CPI indicators.

In almost every case, the sponsors who made the decision to buy the tool did so believing that their project management problems could largely be solved by a technical solution?a ?silver bullet??only to realize afterwards that things got worse instead of better, blame the tool, throw it out in favor of another vendor?s tool, and repeat the same mistakes all over again!

I did a PPM tool implementation for a small federal government agency several years ago that was in exactly this position. My implementation was to be their third and final attempt. Fortunately I had learned about OCM practices by then. I employed several tactics to help make the implementation a success, including a PM maturity assessment, an assessment of the history of the two prior failed implementations, a sponsorship assessment, an OCM Chart, a communications plan with a marketing plan built in, and a training plan that included educating everyone affected by the tool at every level. At first they didn?t see the value in what I was doing (?this isn?t project planning?we don?t want to pay you for this!?), but it became apparent to them as the project moved forward the value that OCM added.

The PM maturity assessment showed me that we needed to deploy the tool?s functionality in four releases: (1) basic scheduling and timekeeping; (2) advanced scheduling and reporting; (3) portfolio management; and lastly (4) EV?which was what prompted them to buy the tool in the first place. I then had to convince their executives that my four-step release plan?with EV in release 4 instead of release 1?was the best way to go. They initially weren?t thrilled, but conceded that they couldn?t afford a third failure so agreed to proceed as planned. Had we not taken the maturity of the organization into account, we would have surely failed as the two preceding vendors had; three strikes and you?re out!

On my next and last post of this OCM series, I?ll cover how the capacity of the organization affects the adoption rate of organizational change in much the same manner as maturity does.

Motorola Mobility brings the RAZR V XT885 to China

Raising levels of the neurotransmitter dopamine in the frontal cortex of the brain significantly decreased impulsivity in healthy adults, in a study conducted by researchers at the Ernest Gallo Clinic and Research Center at the University of California, San Francisco.

"Impulsivity is a risk factor for addiction to many substances, and it has been suggested that people with lower dopamine levels in the frontal cortex tend to be more impulsive," said lead author Andrew Kayser, PhD, an investigator at Gallo and an assistant professor of neurology at UCSF. "We wanted to see if we could decrease impulsivity by raising dopamine, and it seems as if we can."

The study was published on July 4 in the Journal of Neuroscience.

In a double-blinded, placebo-controlled study, 23 adult research participants were given either tolcapone, a medication approved by the Food and Drug Administration (FDA) that inhibits a dopamine-degrading enzyme, or a placebo. The researchers then gave the participants a task that measured impulsivity, asking them to make a hypothetical choice between receiving a smaller amount of money immediately ("smaller sooner") or a larger amount at a later time ("larger later"). Each participant was tested twice, once with tolcapone and once with placebo.

Participants especially those who were more impulsive at baseline were more likely to choose the less impulsive "larger later" option after taking tolcapone than they were after taking the placebo.

Magnetic resonance imaging conducted while the participants were taking the test confirmed that regions of the frontal cortex associated with decision-making were more active in the presence of tolcapone than in the presence of placebo.

"To our knowledge, this is the first study to use tolcapone to look for an effect on impulsivity," said Kayser.

The study was not designed to investigate the reasons that reduced dopamine is linked with impulsivity. However, explained Kayser, scientists believe that impulsivity is associated with an imbalance in dopamine between the frontal cortex, which governs executive functions such as cognitive control and self-regulation, and the striatum, which is thought to be involved in the planning and modification of more habitual behaviors.

"Most, if not all, drugs of abuse, such as cocaine and amphetamine, directly or indirectly involve the dopamine system," said Kayser. "They tend to increase dopamine in the striatum, which in turn may reward impulsive behavior. In a very simplistic fashion, the striatum is saying 'go,' and the frontal cortex is saying 'stop.' If you take cocaine, you're increasing the 'go' signal, and the 'stop' signal is not adequate to counteract it."

Kayser and his research team plan a follow-up study of the effects of tolcapone on drinking behavior. "Once we determine whether drinkers can safely tolerate this medication, we will see if it has any effect on how much they drink while they're taking it," said Kayser.

Tolcapone is approved as a medication for Parkinson's disease, in which a chronic deficit of dopamine inhibits movement.

Raising levels of the neurotransmitter dopamine in the frontal cortex of the brain significantly decreased impulsivity in healthy adults, in a study conducted by researchers at the Ernest Gallo Clinic and Research Center at the University of California, San Francisco.

"Impulsivity is a risk factor for addiction to many substances, and it has been suggested that people with lower dopamine levels in the frontal cortex tend to be more impulsive," said lead author Andrew Kayser, PhD, an investigator at Gallo and an assistant professor of neurology at UCSF. "We wanted to see if we could decrease impulsivity by raising dopamine, and it seems as if we can."

The study was published on July 4 in the Journal of Neuroscience.

In a double-blinded, placebo-controlled study, 23 adult research participants were given either tolcapone, a medication approved by the Food and Drug Administration (FDA) that inhibits a dopamine-degrading enzyme, or a placebo. The researchers then gave the participants a task that measured impulsivity, asking them to make a hypothetical choice between receiving a smaller amount of money immediately ("smaller sooner") or a larger amount at a later time ("larger later"). Each participant was tested twice, once with tolcapone and once with placebo.

Participants especially those who were more impulsive at baseline were more likely to choose the less impulsive "larger later" option after taking tolcapone than they were after taking the placebo.

Magnetic resonance imaging conducted while the participants were taking the test confirmed that regions of the frontal cortex associated with decision-making were more active in the presence of tolcapone than in the presence of placebo.

"To our knowledge, this is the first study to use tolcapone to look for an effect on impulsivity," said Kayser.

The study was not designed to investigate the reasons that reduced dopamine is linked with impulsivity. However, explained Kayser, scientists believe that impulsivity is associated with an imbalance in dopamine between the frontal cortex, which governs executive functions such as cognitive control and self-regulation, and the striatum, which is thought to be involved in the planning and modification of more habitual behaviors.

"Most, if not all, drugs of abuse, such as cocaine and amphetamine, directly or indirectly involve the dopamine system," said Kayser. "They tend to increase dopamine in the striatum, which in turn may reward impulsive behavior. In a very simplistic fashion, the striatum is saying 'go,' and the frontal cortex is saying 'stop.' If you take cocaine, you're increasing the 'go' signal, and the 'stop' signal is not adequate to counteract it."

Kayser and his research team plan a follow-up study of the effects of tolcapone on drinking behavior. "Once we determine whether drinkers can safely tolerate this medication, we will see if it has any effect on how much they drink while they're taking it," said Kayser.

Tolcapone is approved as a medication for Parkinson's disease, in which a chronic deficit of dopamine inhibits movement.

PHILADELPHIA (AP) - Landon Donovan played in MLS All-Star games when they resembled so many of the other ones played in the major sports.

Little at stake, little incentive.

That all changed once Major League Soccer revamped the format and started playing international teams. The best teams from abroad were coming to the U.S. to show they were the best in the world. So far, the MLS, where the quality of play is usually touted as inferior to the quality of the level overseas, has a 6-2-1 edge in the All-Star game.

There's no doubt the players get pumped playing against champions and top-level teams as part of the summer exhibition.

"They're more enjoyable for us," Donovan said. "In the past, when it was an East-West format, you didn't take it all too seriously. The game was, in some ways fun, but it was a little bit false. It isn't exciting for us as playing a real game."

Chelsea of the English Premier League is back for this season's MLS All-Star game Wednesday night at PPL Park. The stadium is home to the Philadelphia Union of MLS, and is located in nearby Chester, along the Delaware River.

This is the seventh time an English Premier League team will play the MLS All-Stars. The MLS defeated Chelsea 1-0 in the 2006 game. Dwayne De Rosario won the game with the lone goal. He's back again, along with All-Star teammates Donovan and Thierry Henry. Last year's game was held at Red Bull Arena in New Jersey and featured Manchester United.

Chelsea, which has won the English top flight on four occasions, is in the midst of a four-game American tour that featured the first soccer match at the new Yankee Stadium against Paris Saint-Germain, and a final exhibition vs. AC Milan in Miami.

Chelsea is using these games as a tuneup for its regular season. Playing well and earning playing time are much important than the result. But sure, the Blues want to come out winners. They understand the MLS has raised its magnitude of players and competition level over its nearly 20-year existence.

"I think it's evolved a great deal," Chelsea midfielder Frank Lampard said. "I think David Beckham has been a huge influence on the game in terms of taking it worldwide and bringing a lot of attention. You can feel the level of the quality going up."

It's certainly a hit in Philadelphia, as the Union traditionally attract large crowds. On Wednesday, there should be plenty of Union fans in the stadium - they have their own Trekkies-type of fan cult called the "Sons of Ben" - but also plenty of people pulling for Chelsea, which has taken the U.S. by storm.

Chelsea helped attract a crowd of 38,202 Sunday to Yankee Stadium. An overwhelming blue-clad, pro-Chelsea base made Yankee Stadium feel a bit like home for the Blues, with six sections of loud supporters behind the first-base dugout.

"It's very good to see how this club has grown globally and has a great following," manager Roberto Di Matteo said. "The Yankee Stadium crowd, it was like a home game for us."

The MLS All-Stars certainly don't have the chemistry - developed over 72 hours or so - that a championship team like Chelsea can boast. Plus, D.C. United coach Ben Olsen has to find a way to get the stars back on track after a 4-0 loss last season.

"After talking to every coach and every agent, that almost becomes the toughest part of the deal, trying to make everybody happy," Olsen said. "But I think we've found a pretty good balance. It's worked out where we can get everybody a significant amount of playing time.

"It's not an easy process."

Henry, who plays for the New York Red Bulls, knows all about the premier competition in England. He is Arsenal's career leading scorer and would never rule out a return to his former team.

"Eventually, I'd like to go back to Arsenal," Henry said. "I don't know how. I'm sure that depends on me. I just want to finish my career. I would go back to England, that's for sure, with Arsenal. What? I still don't know what. Coaching does interest me, but I really don't think about it right now."

All he's thinking about is spoiling Chelsea's visit with a big MLS victory.

Kenya port container traffic up 24 pct in H1

NAIROBI (Reuters) - Container traffic through Kenya's main Mombasa port, which also serves several other countries in East Africa, grew 24 percent in the first half of 2012, helped by improved cargo handling and a stabilising global economy, its operator said.

The traffic is usually an indicator of economic activity in the East Africa region.

The port handled 10.7 million tonnes of cargo over the first-half of the year, up from 9.3 million in the same period in 2011, Gichiri Ndua, Kenya Ports Authority (KPA) managing director said in a presentation seen by Reuters on Wednesday.

"The growth in cargo volumes and hence the demand for services at the Port of Mombasa has grown progressively," Ndua said.

Apart from Kenya, the port of Mombasa handles cargo to and from Uganda, Burundi, Rwanda, South Sudan, eastern Democratic Republic of Congo and Somalia.

Kenya is building a $300 million second container terminal at Mombasa to handle increased trade within the region, driven by a sharp growth in construction, vast infrastructure development and an emerging middle class.

"There is need for capacity expansion," Ndua said.

The east Africa nation also plans to construct a second port in Lamu, north of Mombasa, with a capacity of 23 million tonnes per year.

(AP) ? The NCAA announced Sunday that it will issue sanctions against Penn State in the wake of a scathing report that found that top university officials buried child sex abuse allegations against a now-convicted retired assistant and led to the tearing down of the famed statue of once-sainted coach Joe Paterno.

Shortly after Paterno's statue was removed Sunday, six months to the day after he died, the NCAA came forward to say that it will levy "corrective and punitive measures" against the school. The sanctions will be spelled out Monday, the NCAA said without disclosing further details.

NCAA President Mark Emmert hasn't ruled out the possibility of shutting down the Penn State football program in the wake of the scandal, saying he had "never seen anything as egregious."

The Paterno family issued a statement saying the statue's removal "does not serve the victims of Jerry Sandusky's horrible crimes or help heal the Penn State community."

"We believe the only way to help the victims is to uncover the full truth," said the family, which vowed its own investigation following the release of an investigative report by former FBI Director Louis Freeh that found that Paterno and three other top Penn State administrators concealed sex abuse claims against Sandusky.

The family called the report "the equivalent of an indictment ? a charging document written by a prosecutor ? and an incomplete and unofficial one at that."

The bronze statue, weighing more than 900 pounds, was built in 2001 in honor of Paterno's record-setting 324th Division I coaching victory and his "contributions to the university." Students chanted, "We are Penn State" as the statue came down.

Penn State President Rod Erickson said he decided to have the statue removed and put into storage because it "has become a source of division and an obstacle to healing."

"I believe that, were it to remain, the statue will be a recurring wound to the multitude of individuals across the nation and beyond who have been the victims of child abuse," Erickson said in a statement.

Many of those watching the statue's removal stared in disbelief and at least one woman wept, while others expressed anger at the decision.

"I think it was an act of cowardice on the part of the university," said Mary Trometter, of Williamsport, who wore a shirt bearing Paterno's image. She said she felt betrayed by university officials, saying they promised openness but said nothing about the decision until just before the removal work began.

Dozens later gathered to watch and listen to the sound of sawing, scraping and shoveling as workers removed Paterno's name and various plaques from the walls behind where the statue had stood. Shortly before midday, all that remained was the bare concrete and stone.

Few watching said they understood the decision and feared what kind of punishment the NCAA would pile on.

Cloresa Turner, who drove up from Martinsville, Va., to see the statue, clasped her hand over her mouth when she saw the statue was gone.

"He's done so much for this university. It's sad," she said. "To wipe it all away is like he meant nothing."

In NCAA terms, the Penn State case is stunning partly because of the swift action by the governing body for college sports. NCAA investigations on issues it normally handles, such as improper benefits, can drag on for months. But in the wake of Freeh report's release on July 12, the NCAA has shown rare speed in moving toward the punishment phase for Penn State.

Recent major scandals such as the Reggie Bush case at the University of Southern California and players at Ohio State trading memorabilia for cash and tattoos have resulted in bowl bans and the loss of scholarships.

Current NCAA rules limit the so-called death penalty ? shutting the program down completely ? to colleges already on probation that commit another major violation. But NCAA leaders have indicated in recent months they are willing to use harsher penalties for the worst offenses. That includes postseason and TV bans, which haven't been used extensively since the 1980s.

"This is completely different than an impermissible benefits scandal like (what) happened at SMU, or anything else we've dealt with. This is as systemic a cultural problem as it is a football problem. There have been people that said this wasn't a football scandal," NCAA President Mark Emmert told PBS. "Well, it was more than a football scandal, much more than a football scandal. It was that but much more. And we'll have to figure out exactly what the right penalties are. I don't know that past precedent makes particularly good sense in this case because it's really an unprecedented problem."

Another question hanging is whether Penn State ? and, by extension, Paterno, major college football's winningest coach ? will have to vacate any victories. Paterno won 409 games for the school in his 46 seasons as head coach. USC lost a national title when it went on probation and Ohio State vacated the 2010 season, including its victory in the Sugar Bowl over Arkansas.

Kayla Weaver, a Penn State senior and member of the dance team called the Lionettes, said an NCAA death penalty would not only force the football players to transfer, but it would also force program changes for cheerleaders, dancers and band members and would hurt season ticket holders.

"It could ruin everything that we've built here," said Weaver, 21, from Franklin Lakes, N.J.

On Twitter, Akeel Lynch, a running back recruit who played high school football in western New York, wrote, "I still bleed blue and white," while quarterback Matt McGloin tweeted, "The hotter the fire, the stronger the steel."
